It's hard to say. It looks like they could've done the circuit point-to-point without a board, because if you look carefully, I think you can see some balls of electrical tape where some of the necessary components might be hidden.
It looks like it. I'm not sure that even would work, but I guess it could if either 1) the pinout happens to be similar, or 2) the pins in the IIgs' PSU connector were rearranged.
What puzzles me is the keyboard connector. They left it inside, and they didn't bother to run a cable or some sort of extension outside the case (maybe that's because it's not finished?)
That looks like one of the build-your-own-Mac kits. They used to sell them. Had instructions for building a Macintosh compatible computer from scratch. It was a few hundred dollars cheaper than buying a new one.
