An actual Mac to run it on?
Camino 1.0.6 (web browser,) is the best browser for it.
If you want "period" software, go get a hold of the early versions of Safari and iChat AV.
While Jaguar was the first "breakout" version of OS X (it was during Jaguar's reign that OS X became the default OS over OS 9 on new Macs; and when the first OS X-only Macs started coming out,) there isn't exactly a lot of software that had people going "OMG! *THIS* is what OS X is about!" There were still plenty of packages that were OS 9 compatible, too, so not much "breakout" stuff.
The Freeverse games (Especially Big Bang Board Games,) were well integrated, using your address book and iChat to find opponents.
Without proper hardware, you can't take advantage of Jaguar's most notable built-in enhancements: Bluetooth and Ink. Same goes with Quartz Extreme, although that mostly falls "behind the scenes."
