I ended up going with MacTCP 2.06 -> 2.1. Supposedly Open Transport is a little more resource intensive, but does support DHCP properly. MacTCP requires the client user to manually declare the IP address if using DHCP on the router. I set the IP address on my Mac SE/30 to be reserved on my router since I manually assigned it.
Seems to be set properly, but I really have no way of telling at the moment.
Tomorrow I will continue along with setting up some FTP software to make it easy to load new software directly from my MacBook. I'll know for sure at that time that the ethernet card is working 100%.
