Yes, it does. The Xilinx XC2064 PC68C is a FPGA, where does the code come from if not already pre-programmed in?
 
I didn’t know that the SE could boot without RAM, I’ll try that and report back.

Yeah, checked the manual, the SE must have some RAM installed on the logic board. At least 512k.

Code isn't baked into an FPGA, it is provided as a bitstream, either from a ROM chip, or in this case, more likely a bitstream written out by the driver on the SE when the video driver loads.

That chip is just used for the video out.

Hmmm... Well, I could grab a replacement on eBay. I think that's what I'll do.
 
As far as I can tell, nothing else is damaged. Honestly, I'm just at the end of my rope. I really can't troubleshot this myself, It's too in depth for me.
Well, have you done the steps in the very first reply? What are the voltages when the accelerator is running?

check the RAM and see if the power supply is supplying the proper 5V and 12V, you can get access to both to probe through the floppy port
