I think I know why this IIci won't boot.  When you see it!

Cache card plugged into the wrong slot?

Hope it didn't kill the cache card or the logic board!

I was guessing the lack of RAM would have prevented it.

I bought a IIci with a Micron 128k cache, also jammed in the Nubus slot. The seller said they tried to power it on, and it didn't work (unsurprisingly) but upon arrival, both the board and the cache still function properly, once I bent the pins back into place.

It needs new caps as well - the dust is a little darker near the caps, likely they won't be around much longer.

That was a great picture by the way, lots of detail, I can't believe that its an eBay pic.
