Diagnosing a dead Power Mac 7600 logic board

Hi folks. Sorry if this has already been discussed before but I recently recapped a Power Mac 7600 Logic board 820-0752-A. I bought a Power Mac 7600 as is, the PSU worked when I plugged it in, at least the disk drive spun up...but there was no video. I read a bunch of posts on various boards about putting in a new PRAM battery, disconnecting the logic board power connectors and resetting the CUDA button, etc. I pulled out all ram and cache module and left one RAM DIMM in and the VRAM but all to no avail. There was no chime at startup and no Video. So I pulled the logic board and figuring I couldn't do much more damage I went ahead and pulled the caps on the top and bottom of the board and replaced all of them with a Console 5 tantalum set of caps. No luck, putting the recapped board back in the PM 7600 case I still got no chime and no Video on boot.

So I'm looking for suggestions about how to go about diagnosing the board. What would you check first? How would you poke around with a Multi Meter to see if things are properly connected, etc.

Thanks in advance for helping get another Power Mac 7600 working again. BTW, I have a couple other 7500-7600 logic boards that I will be diagnosing the same way....the 7500 board was working when last connected to a chassis with a working 614-0039 PSU (that's a completely different story and yes I'm working on recapping one of those currently.)

I've looked for Youtube videos for diagnosing dead 7600s but all I find are IIsi, Classic Mac, LC...etc info. Nothing really helpful on troubleshooting a dead 7600. If you know of any Youtube videos or previous posts anywhere, feel free to point me to them if you would.
