Dead PM 7600 ?

I have unfortunately a 7600 that is not starting up.

There was noticeable what I assume is shipping damage to the system on arrival..the power button on the motherboard is damaged and not working and some of the plastic standoffs are broken on the motherboard also the PCI blanking plates were loose inside when i opened the packing box.

I have attempted to reseat all slotted components(ram etc) and have also attempted a CUDA reset. I have also taken a good close look at the slots and the rest of the logic board and CPU board, both of which seem fine physically in terms of being clean and no damage to components etc.

Anyone have any ideas as to how i may fix this ?

 
I've found a common source of faults in x600 Macs is the CPU daughter card connector - try cleaning the contacts with electronic cleaning spray, and reseat the card with reasonably firm pressure, holding it directly vertically as you do.

Try the usual troubleshooting; strip the machine down to two known good working pairs of RAM, no other cards/SCSI connected

 
I second the CPU daughter card. Also try removing the cache DIMM. I have had those stop a PM 7500 from booting.

The plastics in these era systems are so brittle it is almost impossible not to receive one damaged no matter how well it is packed.  It is a shame really that they didn't use softer plastics.
