It's possible that the Power Analog Video (P.A.V.) board might need replacing. This is a common problem with all the iMac G3 lines, "Molar" Power Mac G3 All-In-One and eMac models. You can find used good replacements on eBay and Craigslist. A lot more cheaper than they were in 2004; then about $300-$400, now about $25-$30 each.
Long ago (2003?) I got a free slot-loader that wouldn't start with a dead PRAM battery. The power light would come on and the drive would spin but no "bong" and no boot. As I recall removing the battery (or replacing) allowed it to boot again.
My Bondi´s display right now makes unfamiliar clicks, accompanied with some kind of flicker, similar to the de-gauss feature known from some Trinitrons.
I'll see if I can dig up the Service Manual PDF for the Rev. A and Rev. B iMacs. It should provide some steps on checking voltages to narrow down which part is faulty. But it sounds to me like a bad PAV board. Again, quite a common problem for All-In-One Macs like that.
