CRT Help with AppleColor M1298 and M1297

Been working on Two applecolor monitors that I was sure hoping were capacitor related. I found bad caps in both, however this didn't fix the underlaying issues on either.

The first is a M1298 16" that after the recap (found 2 bad caps, rest tested okay but were replaced anyway) still has a sync type of issue. Does this look like a deflection IC issue maybe?

On the M1297 the picture is too bright. I have adjusted the cutoff to full CCW and it still is too bright. I turned down all other brightness controls, but still is washed out and the blacks are gray. With the cutoff all the way CCW the monitor doesn't go into protect mode, but if it is slightly moved clockwise, then it cuts off after a short time. When connected to a MAC the image comes through fine, so if I could just get the brightness issues fixed I think I could use this one in lieu of the M1298

I found one bad cap on the M1297 (C529) with major fish smell when unsoldering which I figured would fix the issue, but surprisingly it is totally unchanged.
