Just bought my Second Compact Mac its a Macintosh SE/30 it has a 92mb HDD and 9mb ram and runs System 7.1

I am expecting an SE soon. I have heard these will accept up to 128MB Ram. Do I need special software to go beyond 4MB? What do you have in your SE/30, just 2 4MB simms?

That exceeds the 68000's address space. The maximum RAM for an SE is 4 MB.
