AppleVision 1710AV Monitor + KVM Issues

This monitor powers on "when it receives a video signal", however when connected through my KVM it refuses to turn on. Is there any way I can short two pins together and force it on or is it powering on to something else that would point to a faulty KVM?

Actually, I pulled the KVM apart. It's passive for a few exceptions:

On the three system inputs:

Pin 7 is linked to 10 with a diode

Pin 4 is jumpered to 11

On the Monitor output:

Pin 4 is disconnected

Pin 7 is disconnected

Pin 10 is disconnected

So none of the sense pins are at all attached if that means much.
