If you mean 'to install OS 9 HDD drivers where none was before, and after OS X has been installed on a drive', the answer is indeed, 'No'. An HDD must have OS 9 drivers (plural) installed at the time of its formatting if it is even to be 'seen' by OS 9, let alone accessed.
If you indeed mean 'to repair permissions', OS 10.3 and 10.4 at least will repair OS 9 permissions for any existing installation of OS 9.2.x, using Disk Utility, whether the OS 9 installation is to be used in Classic Mode or not, or is on the same drive or partition or not.
Mac formatting of an HDD includes several invisible partitions in addition to the visible data partition(s) that constitute(s) the 'volume' on your desktop. These cannot, with most of the usual formatting software, be altered either after the event or 'on the fly'. Your only recourse is archive/reformat/reinstall, or erase/format/install.
