Action Retro IIGS 6.0.4 gs/os image issue

Has anyone had issues using the ActionGS "internet starter kit" IIGS gs/os 6.0.4 image? I am trying to flash it to my CF using cider press (tried unzipping using both Stuffit and Windows' utility) and cider press throws an error that the file is in an unexpected format

It says it's a 2mg file. Basically, wondering if it's corrupted or if I'm committing user error (I have no issue flashing the whatisthe2gs 6.0.4 image he built this from

I know this is somewhat of a necro-bump, but I'm having this issue a well. I really want this image to work but I can't for the life of me.
