9500 - is it time?

I have a Power Macintosh 9500 that worked fine up until yesterday. I no longer get a boot chime, but the computer still functions and boots. I checked all cables, PCI cards, and the processor card. All are seated properly. However, It will randomly lock up, or fail to initialize ADB at boot. I'm wondering, since these machines are nearing 15 years, is it about time for the caps to start leaking? Could it be a cap-related problem?

 
Look around the capacitors for leakage (if there is dust it would look wet). Could be the machine was used enough in its life that the capacitors need replaced. They are probably all the same spec so sourceing them should be easy enough.
