The purple caps are OS-CON solid polymer electrolytics. Tough as nails compared to standard aluminum electrolytics in my experience, and very low ESR. If you replace them, I'd try to do so with the same type, as the NVIDIA schematics list different specs for the different cap types.

It's the plastic packaging that's porous; it will absorb moisture over time.

GeForce4 Ti 4200 (and 4400, and 4600) cards are not AGP 8x, no pin 3 and 11 business to mess with. Confusingly, there is an AGP 8x version of the 4200; it uses a different GPU (NV28 vs. NV25) that the available Mac firmware doesn't work with in my experience.

That's a very cool piece of history! I think its value is greater intact than scrapped.

It's been a while, but I would guess closer to 75MHz equivalent than 120MHz. Hopefully someone can step in with some benchmarks.

Those TQFP chips are incredibly sensitive. They absorb moisture and pop like popcorn when abruptly heated. You need to bake them to drive the moisture out before heat gunning them.

The RAM might not be making good contact. You can probably limp it along with tape or the 3D-printed braces, but the slots themselves may need to be replaced eventually.

Unfortunately, a Quicksilver CPU card will not physically fit in a Sawtooth without modification to the logic board. It will hit the second IDE connector. The connector would need to be removed; either cut off or desoldered, for the later CPU card to fit.
