No, 7448's especially are quite good power efficient chips, from their datasheets, 15-20W for a 1Ghz 7448 vs 5W-10W for a 500Mhz 7410, so a bit warmer, but nothing like a 7455 or the such like
if your gunning for 600Mhz you can probably leave the voltage alone I think most of the PPC750L's run at about 2.0V, at least thats what I did with the 600Mhz Pismo I did :)
I imagine you would want some sort of extra cooling, tho I never bothered with mine but i was only running at 450Mhz...
pretty sure the iBook G3's use lower L2 cache voltages, they are Uninorth machines, I have 7410 swapped one in the past without issue, as have a few other folk
i'd go with the 7410, its a cooler running chip much better suited for a portable, espically if you get one of the MPC7410RX500LE...

if you downgrade the BootROM on a Firewire 800 MDD to a Firewire 400 MDD, then it just sees the NEC USB 2.0 chipset as yet another generic USB 2.0 NEC PCI device on the bus and USB 2.0 speeds are enabled :)

BTW with regards to the whole CPU clock speed thing, it would be interesting to see a 500Mhz 750L tried, those are fully 3.3V compatible, and share the same PVR as the first G3 CPU's so are fully OpenFirmware...
thats only needed because of how PowerLogix themselves setup their CPU cards with the first PLL at a slow speed, you could easily just set it to a higher speed on any 750GX based project you yourself design :)
