    the -2V is probably because C22 has the wrong orientation, the silkscreen on he board is incorrect. if you rotate C22 you will have -5V

    Did you check continuity between internal, external connector and floppy controller? The only pin different between internal and external connector is the enable (ENBL1 / ENBL2)
