Assuming that your problem is what I think it is, HFS is not the same as HFS Extended, aka HFS+. HFS Extended was introduced in Mac OS 8.1.

I've always used that patched version of Apple HD SC Setup that I think originally came from Gamba's site, it works without complaints for 68k machines. I started using it for A/UX and have used it for everything from System 6.0.8 to 8.1 on CF card media and reused SCSI hard drives.

It's Leopard Server, which is largely the same as normal Leopard with some bits that you can ignore and no annoying first boot...
I double checked with sources so I'd be careful about my initial optimism (see edits prior). I remember Radeons were fairly easy to flash, and that there was a MacRumors (banned?) user who used to resell flashed cards for a living on the eBays.
Which ones are safe to flash is not at all clear...
I think a Radeon 8500 should do it. The PC AGP version is both easy to find and can be flashed for the Mac (EDIT: NOPE).
Radeon 9800 is also possible but there's a 9800 XT version flooding eBay that probably came pulled from a G5, that one doesn't have OS 9 drivers. The XT ones are easy to spot...
