If those readings are from with all chips installed, then I'd say for sure that 74LS needs to be replaced.

You need all chips in their sockets. This would be potentially caused by the CPU R/W line not being there so it's just floating.

Can I see the schematic? You need to trace pin 4, the WE pin, it's got some issues in the write enable circuitry

Check the RAM data lines, see if any of them are funky

Can you boot into system test?

Looking at EveryMac it's specific to the G3 apparently.

I'd upgrade the RAM personally, but it appears it's special. 32MB isn't too much RAM so I'd say 8.5 or 8.6 as well.
