It could be a lot of things. You might start by swapping chips with your good IIc and cross-check functionality on both as you go to isolate any bad parts.
The usual remedy for key non-functionality is to bash on it - a lot. If the problem is poor contact within the key switch itself, that is the only non-intrusive solution. If a lot of repeated action does not clear the problem up, then it's time for some surgery.

No IIc or IIc+ can host an external card. The Laser 128, a IIc compatible, could... but that's a horse of another color.
Nothing is impossible. There is a version of ADT (pre-ADTPro) that runs on the classic mac. You'd need a printer cable (an 8-pin mini-DIN null modem, essentially) for that. If you have that cable, you could also do file-by-file transfers via a telecomms program on both ends - but I suspect...
It's not possible to do Appletalk on the IIc+, which is why you're coming up empty. And depending on what other hardware you already have... ADTPro is free as in beer as well as in liberty.
You would need a null modem cable if you don't already have one, and you'd need a USB-serial adapter if...

I just took mine apart to do some beta hardware testing... the screws are long and have super-coarse threads.
Two finer threaded screws attach the handle.
