Thanks @obsolete. I’ve had very good results when only replacing the first five caps noted in your list (all Teapo caps here in an AcBel QS PSU) even before obtaining an ESR meter afterwards to actually test them. Of the five caps pictured below, only C13 appears to not have domed like the other...
Snip / de-solder / remove… R676 from the backside of the 867’s motherboard to accomplish 167 MHz bus speed.

I’ve never had any problems swapping QS CPUs. I’ve four working Quicksilvers and I don’t think any of them have their original CPU daughter cards (and all of them are now B mobos too.) The last one acquired was a 733 MHz which I upgraded to a 933 MHz… IIRC. The rest are… also a 933 MHz, a 1 GHz...
If it is in great shape and boots / works well - I’d say it’s very price dependent. A good to great price for one you can actually see - versus one that needs to be shipped? Well, it’s the old “bird in hand, worth two in the bush” adage.
And a 2002 Quicksilver should have a “B” motherboard…...

Hopefully his image is from PSU similar to yours. (There are various QS PSUs.)
First thing that comes to mind, concerns the fan itself. Some have reported similar surprising behavior previously when they removed the fan for cleaning and then re-installed it upside down. Any chance of that here? I’d check that first, unless the fan was not removed and re-positioned...

Nothing to do with English not being your native language… but perhaps more to do with someone’s native language not being English (or at least their inability to correctly spell “Bridge”). If you look closely at that adapter, Bridge is spelled B-r-i-b-g-e.

Few problems here with the StarTech and an Inland 120 GB SSD and a 480 GB Crucial SSD… other than the customary new-to-me, never-been-booted-here-before machine *glitches. (Can cover all of that here later.) BUT, there does seem to be a video conflict of some sort for me...
Well, 44 pins (of those pictured) vs. the 40 pin connector of your IDE ribbon cable.
Which means an adapter is necessary between either of those and your connector.
Could you attach a photo of just how you've connected the StarTech (with SSD) actually inside of your Sawtooth?

I’ve two recently acquired 450 MHz DP Sawtooths (Sawteeth?). One with PSU, one without. If I get the chance in the next couple of days I may run one through the paces of installing an SSD just to see if I have similar trouble(s). In the meantime, here’s a few things…

As mentioned by @indibil... reset the PRAM and if that doesn't change things press reset the CUDA too!
(There have been problems noted with SandForce controllers.)
And the StarTechs were / are normally the most problem free adapters. (One drive, set it to Master.)
You might check for warping or bowing of the CPU’s PCB (daughtercard) itself, especially along the long edges… with a straightedge of some sort. The use of the hair dryer to pre-heat the board suggests that it might be bowed. And once heated, that “flex” in the board might be diminished enough...
