WPA it is for setting up/administering the network. It will, however, join some WPA2 Personal networks.

Oh dear, please don't tell my PowerBook Pismo/AirPort card/OS 10.4.11 that it "does NOT" support WPA2 Personal.
It doesn't know that it doesn't.

WEP only with Mac OS 9, and that is a limitation of the OS, not the card. There may be drivers to make it better but I don't know of them.
WPA2 Personal with OS 10.2.8 and at least 10.4.11. Probably all pre-Intel. Native.
Is your router set up exactly like your GF's in every single itty bitty detail?
You have the router wireless set to accommodate 802.11b?
You have the correct wireless channel set?
My Pismo will not/cannot configure the gen 5 & later Apple base stations.

I fully agree with points 1 & 3. The PRAM battery placement is a design flaw, yes, but who'd a thunk anyone would be worried about it 18 years later.

Elfen, the first two versions of the IIc are 4000 model numbers. Neither has the logic board RAM board slot. Versions 3 & 4 are 4100 model numbers and both have the RAM slot.
Take out all of the PCI cards you don't absolutely need. Reseat those that you keep.
Reseat the RAM.
Check all of the SCSI connections and keep connected only what you need. Make sure the SCSI bus you are using is terminated and the SCSI IDs are all different.

Took another tack. Partitioned the drive to less than 2 GB and tried an install of OS 7.6 from the original CD that came with the 3400c. Still no joy. Next step maybe will be to try to find an mSATA-to-IDE adapter different from the eBay generics.

I've tried 32 GB & 64 GB drives so far, either whole or partitioned to 4 GB for the OS 9.1 install. The 64 is SATA III! Just got a new adapter to try; I'll let you know how it goes.

A drive out of the 3400c is a 2 GB Travelstar DCRA-22160. The specs say it is ATA2 Fast/Enhanced with an external data transfer rate = 16.6 MB/sec

In a bit of experimentation I have been trying various SSD schemes in my PB 3400c.
Compact Flash cards in the HD spot with a generic Asian CF-to-IDE adapter work just fine as do CF cards in a proper PCMCIA adapter for that card slot.
I have not been successful with an mSATA SSD in a generic...
This is NOT the module for the memory expansion slot - it is OEM with every eMate.
The NewerTech modules do show up on eBay every once in a while and can be pricey. Its nice when a less-than-thorough seller lets an eMate go without knowing about an included treasure.
I'm not sure of the APN although that description sounds right. Mine just says AMP Rev. 2.

Echoing Macdrone - 9.2.x adds functionality only for running OS 9 in the Classic Mode under OS X.
Apple says the upgrade path is OS 9.1 --> 9.2.1 --> 9.2.2
If you don't use OS X, why?
