Are any LEDs lit when off or on? Have you reset the CUDA switches on the motherboard. The CPU connectors are super sensitive and not designed in any way for repeated plugging in and out, check these and also clean with solvent spray if they were touched during troubleshooting.
What's the monitor? If the later Apple RGB monitor (often seen in IIGS), there are adapters to convert the DB15 signal into composite or RGB composite or DIY.
Other option is the cheap Apple II to HDMI video cards out there.
@LeSpameur US cleaner hey, might give that a go on mine. I still think the fragile and hot placement of the CPU daughter card is the main culprit for most GLOD 2400cs.
@beachycove removing the PRAM battery in these does rule out any PMU issue, they boot without one - as soon as you plug it in...
Updating my travels, picked up a "worked last time" 180Mhz stock CPU to replace the G3 in my better 2400c, and it did work for me, but note "last time", chiming and happily booting an perfectly working on desktop, cue another restart, GLOD never booting again :)

That is unusual how it happens on all, I'm currently in a similar situation with my 2 x 2400c. One unit is fine while the other can boot from cold in similar situation - holding down the power key and plugging in the (powered) charger into the jack it would boot out of the blue...
Definitely would get it over the line. With mine I couldn't make it chime out of ~ 5 attempts, then it would and boot happily to desktop (and wouldn't crash), but then more quirks came into play so sent it back to stock.
That single cap can leak, but the daughter card connector is fragile too so perhaps just reseating it can also rectify the bus error. The flashing ? - do you have a HD installed?
Not sure what you're asking, but only a few specific applications needed the FPU do having an LC040 without or full fat 040 switched over is seamless to the OS.
Had a dabble with a 540c (33Mhz LC040), CPU card has 4MB 70ns RAM rating while the Apple branded 32MB RAM card says 60ns.
No dice @ 40Mhz - could get to desktop most of the time (and seemed stable but didn't stress it much), but found it patchy to chime at the start. Some blank error dialogs...
Over $1000 AUD, no thanks. Granted it's not obviously a high volume seller and niche item, but I'd look out for one of those Dell LCDs that work with anything low khz or late model VGA/generic displays that also seem to be happy enough working at whatever you throw at them.
Yep another fan here, mine is a MBA 11" i7 something 8GB/500GB upgraded SSD. The non-OEM WD SSD had some issues at first (would boot to quesiton mark needed to boot off USB to reset startup disk) but later versions of OpenCore are working well with it. It's running 10.14.something admirably...
If you haven't changed the video driver it'll be 640 x 480 16 colours - see Windows Setup. It definitely will be slow with 256 colours but find the OrangePC pulls out some tricks to make it tolerable.
The sound issue maybe adjust the SB mixer setting under DOS before loading Windows.

Do you have a 256 colour driver installed in Windows, and the virtual memory swap space would be present taking up hidden HD space; time for a bigger partition I think.
Yes I've got one of these in my SE/30 - gives a really nice performance boost, but obviously a low cost accelerator with caveats (sound and HD floppy access). Mine started to get unreliable wasn't sure why but will check the legs as you've done wouldn't be surprised if one was loose.
Nice pickup, Torbay! I'm amazed at how many were sold and available for sale now, cheaply. Never saw one in use when they were new even in Apple stores.
