I've had tons of problems with iisi power supplies, so i'd tend to agree too. If you have an iici (or model with the same power supple) its plug and play to test with. It's obviously heat related since you're getting 4 mins cold. If it ends up not being the power supply I'd get you a can of cold...
Same here... I've seen people drag solder them, but I like to go one pin at a time. To quote Hicks, "Its's the only way to be sure". I use the same size chisel tip, and switch out with a bent conical tip for pads that need a little more heat.

I'd go back and check your cap work first. It looks like R33 might be shorting to a via, but I'd check them all up close and make sure your not shorting anything. The processor looks like legs might be possibly shorted on one side (bent), and there looks like a solder short on...

Keep it simple. If it was working before you started then you need to check everything you worked on. Verify the pads are still connected to their trace, verify you got polarity correct on your caps, verify you used the correct cap, and check the whole board for any accidentally dropped solder...
