Weird SE/30 boot issue

Hi all,
Sorry this post is so long, but I've tried everything I can think of without success. I'm hoping someone here will have some ideas. I bought an SE/30 with the intent to restore. It had no sound and the screen would immediately display only a single, very bright vertical white line upon turning it on. I recapped the logic board, which solved the sound issue. I recapped the analog board, which solved the white vertical line issue. It seemed to be working well, but the display would sporadically flicker, so I reflowed the solder joints on the analog board, which solved that issue. At this point, the SE/30 was working fine. It had its original Apple/Quantum 40 MB HD.

I installed a new ROM (from Garrett's Workshop - model GW4402B - with ROMs for "Sys6" and "Sys7" based off a IIsi ROM, the standard, unmodified IIsi ROM and the standard, unmodified IIx ROM). When I turned it on with the new ROM set to the standard IIx ROM, it booted up to the "Welcome to Macintosh" screen, then I got an error that the system file was corrupt. Thinking perhaps the hard drive was on it's way out, I replaced it with a BlueSCSI that I was going to install anyway. With the BlueSCSI installed, I get the flashing "?" disk icon.

  • If use the new ROM and set it to IIsi or Sys7 (which is based of the IIsi ROM) the SE/30 chimes, immediately followed by the sad mac sound/icon and the code "0000000F 00000001".
  • If I use the original ROM or the new ROM set to IIx with the BlueSCSI, I get the flashing "?".
  • If I use the original ROM or the new ROM set to IIx with the original hard drive, I get the error about a corrupt system file.
  • The BlueSCSI log indicates the hard drive image is being found and loaded with no errors.
  • If I boot up using Floppy Emu with "Disk Utilities" loaded, I can see, access, test, update and repair the BlueSCSI, but I still get the flashing "?" when I restart.
  • I tried to manually install System 7.5.3 onto the BlueSCSI from the Floppy Emu disk images. The install completes but I still get the flashing "?" when I restart.
  • I also tried to use one of the "preloaded" BlueSCSI disk images, and still get the flashing "?".
  • I replaced the BlueSCSI with the original hard drive again and tried to initialize and clean-install System 7.1. The install completes, but get the same error that the system file is corrupt again.
  • I also tried to power the BlueSCSI from external USB, but still get the flashing "?".
  • Whenever I've installed the new ROM, I also used the external plastic clips to help hold the ROM in place.
The logic board looks like it's in good shape - I included some images below. It had electrolytic fluid on it, but I thoroughly cleaned it. There was no battery and no sign of battery acid on the board. I posted some YouTube videos showing the issues:
