SE floppy drive clacking

I picked up an SE a long time ago but never had a chance to dig into it until lately. It has a 68030 upgrade card and 4mb of ram. The hard drive spindle was stuck but a few taps got it moving and it boots up just fine. No leaking caps and I removed the battery previously before it leaked. However I don't have a keyboard/mouse yet. The problem is the floppy drive makes a constant clacking sound. The worm gear is turning constantly and the clacking is the wire going over the thread limits. The head assembly slides just fine so it's not hung up. Even moving the head to the most inward position and powering it up results in it going to the outer edge forever. It does this with a floppy inserted or not. Any ideas what the cause is? Thanks.
