PowerCD recap?

Hey, another PowerCD post. So, I got a PowerCD that doesn't wanna turn on. When I press the on button, the screen glitches for about a second or two then it stops, and the laser head seems to try to read, but it doesn't seem to move now. I brought it to a audio repair place that had really good reviews for them to check it out, but they said they couldn't fix it, I don't know, but I think it was something about the EPROMs?? When I got it back, they had a chip with the receipt (just a sidenote). So, since I had the tools, I decided to open the base up, I didn't take any pictures, but there is a thread from a pretty long time ago with some pretty bad quality pics (link) and theres some enhanced pictures of that (images, thread). I think there's some caps in there, so I think maybe it's the caps. I don't really remember if they had a smell (I know smell can't always be a answer as to if the caps have gone bad). Obviously, caps from things of this era can go bad, so it might be that. I was wondering if anyone has any input or help? I know no one looks in this category, and that I haven't gotten much help in the past with my PowerCD in the past, but can some one please help me??
