Plugged a known working power adapter into the 1400c. Pushed the on key

and nothing. Pushed the reset button at rear and the light at the top of the screen comes on. Nothing else works. any ideas as to where to start.

Try holding the reset button for 15-20 seconds, then let it go. If that fails, unplug the AC and remove any batteries, leave the system like that for an hour or so and then plug the AC back in and hit power. If it doesn't come on, try the trick with the reset button two or three more times.

Failing that, you may have a bad power management card.

As far as I know the power manager (PM) circuit is built into the motherboard. It can be reset as above, and for reference here is the offical Apple guide on the subject: http://support.apple.com/kb/HT1781

The symptom you describe is the "Green Light of Death" (GLOD), though often it is not due to a serious problem. Also, try starting without the battery inserted as it may help.

Be confident to solve this issue without a screwdriver. It is not unusual for the PB 1400 after beeing unused for a longer period. It might be helpful to discharge the PB completely by removing the battery from the battery bay, unplugging of the AC power adaptor and depressing the start button for several hours (over night). When attempting to power the machine up afterwards, try to start without the battery. If this attempt was successful, shut down the machine and insert the battery to let it take charge for some hours. In case the battery is dead use the computer w/o battery or cover the battery contacts with some electric insulating tape. Unfortunately new batteries for the PB 1400 are pretty expensive.

Once I have seen a PB 1400 battery pictured with a label saying "Li Ion technology". In case someone has to share experience with Lithium Ion rechargeable batteries in combination with a PB 1400 I would be glad to read about this.

The new-look new-life NewerTech offers Li-Ion batteries for the PB 1400s. A brief Google brought up references but little in the way of specifics. Nonetheless, it is worth pursuing.
