I found one of these at my local thrift store.
It has an oversized inverted version of the mouse bar. Instead of the textured bar that goes back and forth itself, it has a a stationary bar with a rubber mouse cylinder around that instead. The effect is the same, though.
If I had to guess, it has some sort of light sensor that tracks the movement of the mouse bar, since it just glides over the support beam.
It added one additional feature over the Outbound, and it is that the mouse bar also works as a mouse click with adjustable tension. It's nicely made.
