Yes. 

If the IC goes bad for any reason, the VCC supply to that IC could spike beyond the capacitors ratings and damage it internally. 

Case in point: I used to work on Infocus LP520 and LP540 projectors back in the day. 

There is a Viper100A switching regulator ICs very similar to that one that use a capacitor as a VCC bus filter. when that IC goes bad, it literally launches that capacitor across the room and leaves paper and foil everywhere. 

So yep.
