Got everything apparently fully working except the floppy drive seems to be having issues, or maybe it's something on the motherboard. It starts to spin, then stops and boot loops i think. For a while it was reading only certain disks, and would keep throwing errors, and now it just does this:

Also separate question: where would I be able to get a new ram bracket? One side is snapped off and I don't know if I trust the tape holding it in.

Don't apologize for pestering! It's what we're here for.
I don't believe the problem is the floppy drive not being able to read the disk. That isn't normal boot behavior for the plus. If it can't read the drive it would just spit the disk out (if the eject motor is working) not power cycle like it is doing. It may be some sort of power issue since the reboot does seem to coincide with the disk trying to spin up.
Is that the Plus's original drive?

It is the original drive, yes, I did a full teardown and lubrication of it and it worked while the machine was apart, but when I put the case back on the weirdness started, this was a couple weeks ago, I took a break from it for a bit

Has the analog board been recapped, are voltages stable? Test without the floppy drive, does it still do it?

It just sits asking for a disk until I put one in, then it chimes and resets. I haven't recapped the analog board, except the RIFAs, although it is possible the motherboard isn't getting enough power

yep, recap AB first. if it keeps resetting like that, thats a symptom of a dodgy AB/weak voltages
