What is this (PCI) card?

Expansion cards like these are pretty common, in this case it might add some sort of MPEG acceleration, texture memory or some other optional feature.

I think that looks like a MacPicasso MP540 card with one of the upgrades attached to it...either the MacPaloma or the MacPablo.

Would be better if it had the 3D Overdrive (Voodoo 1) card though.

No it ain't. The TV card attaches to the AV card, which is proprietary, and goes in the vertical slot at the far left (viewing from the port end)

 
In my parents' old 6400, there was a video out card, and then a separate, optional video in card that attached directly to the video out card as an additional module. I'd guess something like that, if not exactly that.

 
Two good things about this logic board are that it has a CS2 ethernet card, and it also has the video out card that plugs into the little video I/O slot near the front of the board.

On other thoughts...Apple sold some 6500s with Avid Cinema, and an Avid Media card or something like that in one of the PCI slots...could it be that perhaps?

Bah, my mistake. Having a closer look at the photos, which I should have done first, you're right - looks like there's composite and S-Video IO on that card. The guesses above are probably better than mine - maybe some ATI card with a DVD decoder daughterboard, like an AV version of the Rage 128?
