SoundApp will let you convert from WAV (PCM and other types) to System Sound files. I'm not sure of the procedure to make these files available to the control panel- I know they're stored in a resource fork, though where I'm not sure.
Under System 7 or higher, simply drag the "System 7 sound" (that's the exact name of the format; the icon has a speaker like that of the sound control panel on it) into the System file. Dragging onto the System Folder accomplishes the same effect.
Under System 6, you'll have to use ResEdit or move the sound files into the suitcase while running System 7.
Sounds are stored within the System file, much like fonts are on systems prior to 7.1. These sounds are available to use as alert sounds in the sound control panel (or "monitors and sound" if you've got OS . Sounds are stored in this file no matter what system you are running. In fact, it is possible to open a System file from System 6 and copy the Boing, Monkey, and Clink-Clank out to your System 7 file (or vice-versa).
Keep in mind these sounds are moved, not duplicated. Be sure to back the originals up in case anything happens to your system file.
