SCSI drive does not spin up at boot

Just like the title says I have the attached SCSI drive it is unbranded but the internal disc in the enclosure does not spin up unless I run Drive set up. Then it stays running until I shut it off. What do I have to do to get it to poll SCSI devices at boot And cause it to spin up?

Most scsi drives have a jumper for start up delay, if there is no jumper then the drive will not spin up until the drive is accessed. Open the drive and get the make & model of the drive then we can see what jumpers it has or doesn't
