Lombard Boots but nothing Happens

This would be the lombard I mentioned in my thread in Conquests. It chimes (one of the speakers is scratchy) and the hard drive powers up. The issue is nothing comes up on the screen. I left it powered on for 10 minutes and nothing changed. I have done the PRAM and the NVRAM resets and pulls the PRAM battery. No luck. Any ideas?

Isn't scratchiness on the speaker a good sign of something wrong on the logic board?

Or does this only apply to desktop Macs?
