Iici deader than dead

Picked up a nice clean looking case and board for a iici. I Recapped board, and pulled chips / diodes off whole startup circuit, cleaned and replaced.

Found zero bad traces, or anything else but still absolutely no sign of life via keyboard or power button. Tried two different psu known to be working. I have done 7 or 8 iici, and always had some sign of life. Any ideas?

Found an open trace that a pad and new cap were touching.. fixed that, board works fine now.. always check for continuity and where things might be shorting
