Bright Green Screen on My Monitor

I am using a Viewsonic monitor on a blue & white G3 tower. When I boot up the computer, my monitor displays a bright green screen with the boot-up apple and wheel for a few seconds, then goes dark and stays that way. If I unplug the monitor from the tower and replug it, it sometimes boots normally, sometimes not. Would this be a monitor problem, a connection problem (cord), or video card failure? Suggestions for remedies?
