Thanks, forgot to mention that it responds normally to brightness controls (in that the image gets brighter and darker as it should), both via the front pot, and the sub-brightness adjustment on the AB, but the retrace lines do not change.

I do and I can, though I'm no expert. Looks like lots of potential for melty bits, so I'll have a think about this. Real pain of a board to diagnose since it has to be fully installed in the case to run.
No worries at all - just wasn't going to do it right then as I'd only just stuffed everything back into the box and tucked it under the monitor!
Have pulled the DOS sound card, and yep, no static at all. Usually happens within the first few minutes, and has been running for about 10-15 so far...
In a similar boat with my LC630 DOS Compatible. Scratchy static noise, on and off, shortly after boot. Clears up when the DOS card is booted and the sound card is initialized. Given the lack of caps on the sound card, perhaps it's the opamps.

Is there anything under the new power supply to protect it from shorting against the metal of the casing? It looks like it's just hanging in space based on the picture.
It likely needs a wash. I have one that I periodically does the same after a recap (went from totally dead). If it's still covered in cap goo, there's possibly a short somewhere and the ticking is the protection circuit kicking in. You might also need to test it under load. I think mine...

475 needs a PRAM battery to work. Will just chime and black screen without one.
Alternatively you can quickly turn it off and on again and 9 times out of 10 it'll boot without a PRAM battery.
