I was always just happy to have the 600e work without needing a driver for it, so I never paid any attention to the speed (my first CD drive was an NEC back in the day and required one). How would I check the speed - would one of the hardware tests verify that?

Keep following up on the other paths, but also check the connection to the CRT - there could be multiple issues. Make sure the nipple on the back of the CRT has not broken and while you are there, when powered on, with the rear bucket off, you should see a faint glow at the back of the CRT...
Good plan - I have a few SE/30s and out of those, four of them had Sony PSUs. One is still in great shape with good voltages and no issues. Of the others, two had caps that leaked horribly and one seemed fine, but after testing all three had to be recapped, along with washing their boards...
In my experience (with retrobriting), the opposite has been true.
Also, I am experimenting with UV protectant recommended by another member here to see if the re-yellowing of a retrobrited piece can be delayed or prevented. Since the re-yellowing takes years when the retrobriting is performed...
