Since posting the original post, I'm now pretty sure it is a capacitor issue. When it turns itself off, I can hear high-voltage crackling, which sounds like it's coming from the CRT and not the PAV. Also, it does actually turn on when holding it plugged in for about an hour. Haven't tried...

Nope, tried that originally as the service manual mentioned it, but did nothing except make a noise. It hadn't "mounted" it like it does when it's preparing it to spin, so assuming it's a belt issue.

Nope unfortunately, only other Apple products I own are an iPod Touch 4 and a broken iPod Nano 5.

I have an iMac G3 DV 400 (Slot-Loader) that I'm trying to repair, next thing I plan to do is recapping the PAV board. But the DVD-ROM drive doesn't really work, just makes a loud mechanical noise when you insert something, and doesn't try pushing it inwards, nor does it give me a way to eject it...

I'm pretty sure it's the PAV board that's the problem. I'll probably just try to re-sell it honestly, and wait until I can buy one for a similar price with a confirmed working CRT atleast. I'm not comfortable being around the PAV board.
