    I'd reflow the back of the PSU PCB, might be a dry joint. A can of electronic freezer spray might help you diagnose here as appears heat related; also check diodes, and exercise/clean the voltage potentiometer to rule this out as well.

    Check the service manual, it recommend the best way to lift the panel and confirming needs more force than most plastic Apple parts. Once you get it off the repeated replacement is easier.

    Keyboard stabilizers

    You can use/make a key remover pulling directly up but on the keys with stabilisers don't pull as hard, lift up then check the wire has been fully unclipped. Keyboard is the worst to get back on as reassembly; do it first and note the orientation of the key!

    I'm in Melbourne but don't have time right now, I'd recommend you learn to DIY as with any SE/30 it's not just the motherboard, you're also looking to the PSU analogue board and likely floppy/HD will need attention.

    You could probably bend that back in position pushing it through a rod or something, pliers to push back and reset. It's not a particularly imperative part with broad tolerance to slide back either the shutter or position the floppy housing to push down when activated by a floppy.

    Have you opened it up to find the source? No fan - or shouldn't be - unless someone has put one in or maybe the floppy drive is making the noise.
