Very nice. One thing I love about this is the RJ45 sticks out level with the slot so that the cable is not IMPOSSIBLE to push the tab on and remove, unlike my RJ45 MacCon :)
You should replace the caps, no question, but also: check continuity across the power switch. Those fail in LC II PSUs. I was able to get mine to power on (after re-capping) by bypassing the switch!

That's an ethernet card, with a socket for a FPU. The 10baseT is nice because it will plug into a semi-modern HUB.

OS choice on that machine is really just a matter of taste. It’ll handle 7.5-8.6 just fine. I’d only put 9 on there if you need USB, FireWire, or OpenGL.
10.2 kernel panics for me, too, with an RHC hard card and the 512 k firmware. Also B&W rev A. I could try it in a G4 I suppose. Or try the generic SiI-3112s.
8.6 works fine.
