Thanks for the warm welcome. :) I decided to give up, so I removed the socket and the solder on the pads, then I soldered the EPROM to the PCB instead. Just to make the drive live a little longer if I store it in a cold room or something. Those sockets tend to corrode easily over the years.

Yeah, that's electrolyte fluid. Good thing you're recapping this thing now and not later, the electrolyte leakage does more damage over time. Be sure to clean it properly off, use a toothbrush and some isopropanol alcohol to remove the goo. This might have happened to the logic board as well...

Caps indeed. Check the DC filtering caps (the big one(s)), also measure the PSU startup-resistors (if any) while you're at it.
