I'm just guessing it's just the small PLCC chips not properly soldered in place. They look it, but it's tough to tell with the pads underneath the IC. Yesterday I touched up UN9 and when I pressed the power button I at least got a louder static sound from the speaker. So some progress.
I checked the ROM socket to the CPU socket and all the data and address lines had continuity. So this means it is not what I suspected as a ROM issue. I will again go through the IC's and check my soldering (again). I plan on removing one IC at a time and checking, hoping for a death chime at...

The only thing that is incorrect that I have found is with UG1 pins 11, 13, 15 & 17 don't go to RP7, but go to RP8. I also have a battery bombed Mac IIx board and double checked. UG1 Pin 11 goes to RP8...

If you have not already recapped the analog board/power supply that would definitely be your issue. I would also check the solder joints and reflow all the pins that have a connector cable that plug into.
Since you have it open might as well clean and re-lubricate the 400k floppy drive.
