    10.4 Tiger(PPC) was the last version of OS X to have Classic mode. I would not even look at 10.2 Jaguar, and 10.3 Panther is meh when you can just use 10.4. 10.5 Leopard for PPC has no Classic mode. 10.6 Snow Leopard and 10.7 Lion do not support PPC.
