it's been "recapped" but I can see plenty of grime. personally I don't trust anything that isn't worked on by me or someone I trust (like @cheesestraws ).
i would consider it not recapped, and start by removing all the capacitors and cleaning it thoroughly.

what do you mean by that? what kind of 7.1 are you trying to boot?
use the legacy recovery CD installer or the restoration CD, either should have a 7.1 install for the 165c.
board is probably repairable with some effort. would not be cheap unless you're doing it yourself
i'd start by cleaning the battery corrosion with some white vinegar or something.
if not, components could be saved for use on a reproduction board. again, not cheap.
