T1 (The flyback transformer) is powered by several components: Q1, C1, L1, and I think Q2. I would check the voltage leading to these parts.
Is there voltage going into the logic board? Sounds to me that the Power Supply Part failed due to battery leak and not the video section failed.

There are major differences between the IIc and the IIc+. And there are 2 versions of the IIc itself.

You mean an FDHD upgrade kit for the Mac II? No, I believe it should not. Reason being is that the II uses a '020 CPU and the IIx uses a '030 CPU. There are some differences at this point, even if one uses the PMMU.

2 Things.
1) Like Macdrone stated, the cas on the video board goes bad and they too need replacing. The II and IIfx usually have tantalium caps for the most part..So it Bongs and Chimes as it should. You are ahead of the game on this.
2) You did not mention what kind of Monitor you have...
Some later versions of the LC and LC II came with that keyboard. Oddly, the students in school would swap keyboards because to them it felt better than the other LC keyboard that was out.
