I've actually used Audacity to edit the audio for two plays at one of the schools that I work for. Worked for me in a pinch. Of course, I was using it under Ubuntu and not OS 9. However, Audacity is quite capable of editing audio. Some even use it for podcasts.

I was under the impression that OS 8.x and 9.x also included components that were licensed to Apple as part of the operating system, hence the reason for Apple not releasing them for free. I have read that this is the case with System 7.1, so I'm assuming this is also the case for 8.x up to 9.2.2.
That's with any GNU/Linux distribution on PowerPC. And of course, that's assuming that support for older PPC processors is included in the kernel of the installation disc. So far, it seems that they are but I haven't checked recently as I don't have an Old World PPC Mac anymore.
Nice system. From what I've heard, the Pentium Dual Core systems aren't too bad for budget systems. I know of a podcaster that uses this for producing his podcasts.
You might do better with a base install of Debian GNU/Linux and then add stuff like xserver-xorg, xfce4, iceweasel, and anything else you think he might need. Also be sure to add the contrib and non-free trees along with the main tree to your apt repositories if you want Flash and Java...
Yeah, most of today's web is a bit much for the older Macs....especially 68K Macs. They can still browse just fine, but anything requiring CSS/Javascript will bring it to a crawl. But for standard HTML, it should be OK....not fast, but still decent.
