The "overmentioned fixes" are the only solution. Electrolyte Capacitors degrade over time: that's just basic chemistry. Leakage is not always obvious, they can also dry out or don't leak at all while they are bad. You need an ESR meter for testing capacitors.

It's regrettably true that most electronic shops don't do these repairs anymore.
It's a time consuming job and you need a good soldering and de-soldering station to repair the boards, which is expensive, and of course you need the skill as well to work with them.

The only solution to get your IISi working again and running stable is to recap the logic board and the PSU.
I have already done this with most of my 68K Macs.
You will be surprised when you open the PSU and see the condition of the capacitors inside.

I've been looking for on Farnell, Digikey, Mouser, Google, Ebay,... you name it for a 620uf 400v snap-in capacitor ( D=40mm, H=42mm ).
It's in the Sony PSU of the Mac SE series.
I could find a 680uf, 400v snap-in but I don't know if it's a good idea to replace it with this value...
