Interestingly enough, there seems to be something in the expansion slot(?) that I can't identify.
If you're looking at the back of the 'book, the expansion slot opening on the right side has an exposed circuit...
I think the guy selling it misrepresented the HD space -- he also said that this was Apple's first portable machine and the first they shipped with color, which is obviously false.

Thanks everyone for the great discussion/answers. I'm going to take out the hard drive and boot it up with the fan, and see how hot the air is (subjectively) coming out the back.
It does, and I am considering replacing the fan as well, but also the SE/30 of course has a 68030 and the SE has a 68000 which I assume has to run cooler.
Will a dead PRAM battery in a Duo 2300c cause a battery in the bay to not be recognized at all? ('X' over battery icon)
I've cleaned the contacts, etc. already. The batteries are easy to replace, luckily, if this is the issue.
It is probably a combination of what Unknown_K said and the fact that I think the "remaining time" shown while its plugged in is time until fully charged.
Success! After destroying my first CF-IDE adapter, I got two new ones in the mail and finally got around to putting a 1GB CF drive in. I booted with the case off with both the SCSI hard drive and the IDE CF assembly in there, and right as the finder loaded I was asked to initialize the disk.

Yea -- you can't. I know you have to drop in chips from an SE FDHD. In fact, I think the drive will work, but will only read 800k disks without the appropriate chips from the newer model.
That's the thing, the process with the biggest RAM usage is like 40-60mb (Kernel), with a bunch of smaller ones below it. It's like lots of tiny processes are starting but I can't figure out which. I'll see if it only happens once I start the Python torrent scripts (maybe there's a leak), or...
